History
It was planned that the item would have been unlocked during a quest[1], this was then scrapped.
RocketSnail said it was a complex item to add to the game due to being taller than the critter.[2] It was first shown in a sneak peek of a Beaver critter, being mostly obscured by a Raccoon critter.[3] A similar backpack had been shown prior in another sneak peek.[4] The following day, it was shown in another sneak peek, being worn alongside the Red Toque on a Hamster and Beaver.[5]
