The Red Toque was a head item that had its icon added to the game files around client version 17-EX2, but removed in client version 23-beep. It was never included in the item spritesheets or client code.
The reasons for it being removed are not publicly known, but it is widely believe that legal issues with using the leaf from the Canada flag arose and that the White and Red Toque was created as a replacement.
